The Criminal Injuries Compensation Authority (CICA) is a UK Government scheme designed to compensate innocent victims of violent and/or sexual crime.
Through the scheme, it is possible for applicants to apply to the CICA themselves or to appoint a solicitor or representative to deal with the application for them.
Review from Baroness Newlove
A recent review of the scheme, carried out by Baroness Newlove, has found that the CICA process causes applicants additional distress and often has a “detrimental impact” on their mental well-being. The reason for this is that the process often requires an applicant to relive their traumatic experiences of the crime, and subsequently this is having a detrimental effect on the people the scheme is designed to support.
In her review, Baroness Newlove commented:
“Evidence demonstrates that completing this part of the CICA application form is highly traumatic as it re-triggers memories of the incident.”
“Yet, in every case, the CICA apply to the police for a full copy of the victim statement and reports so the need for the victim to repeat their story on their application form is unclear.”
The findings referenced in the review are now being considered by the Ministry of Justice, which oversees the CICA scheme.
